Just a different and more chaotic nobility, I think -- and still a monarchy, since they are ruled by the Queen of Air and Darkness -- although I'm not an expert on the underlying mythos and don't remember the worldbuilding details of the book well enough to recall if it's doing something different there.

I really like War for the Oaks, without the benefit of having been to St Paul/MN or caring about rock music -- I think it just captures the important vibes really well. And while there are definitely parts of it that haven't aged great, I was impressed when I read it, like two decades after it was published, and found that it still worked pretty well for me.
