Most of Connie Willis's work is stuffed with this sort of low-stakes nonsense; which I mostly find pleasant and sometimes is building to a bigger point. If it was trying your patience here you might not want to read Blackout/All Clear (which does have some interesting time travel plot going on but is very padded out with stuff like "our time traveler needs to buy a black skirt in Blitz-era London").
I was not aware of "No Equal Opportunity Time Travel", but that's an interesting trope and I'd forgotten how it was used here! It does feel like the summary here of "the entire past is a ten for blacks" is unfairly Eurocentric (but then it's definitely true that the bits of the past that Connie Willis is interested in skew Eurocentric).
